tom_suryveys/tom_nonlocalizedevents integration

As a TOMToolkit Developer, I would like to support observations over sky "regions" (or "fields"). This functionality enables Surveys, Non-localizedevents, and observations larger than the instrument "footprint" or FOV. This functinality is scattered in Griffin's tom_surveys module and tom_nonlocalizedevents, and this is a large refactoring of pieces into tom_surveys upon which tom_nonlocalzedevents will depend.

• [ ] refactor tom_nonlocalizedevents to use tom_surveys dependencies
• [ ] add HEALpix-paper-literate doc strings to healpix_util functions and methods
• [ ] remove Vue.js components from tom_nonlocalizedevents
• [ ] replace tom_nonlocalizedevents EventDetail page GraceDB Images with ALADiN
• [ ] stretch goal: Add AppConfig introspection for nav-bar content
• [ ] strech goal: add htmx reactivity to tom_nonlocalizedevents

I believe we discussed renaming tom_surveys to a more general tom_skyregions or something to capture the more general use case than surveys.

I don't remember if we reached a conclusion.
