Double check LCO facility supports QHY cameras on 0.4m

We should check that the QHY cameras are functional from the existing LCO TOM Facility. (requested by Craig)

We can successfully submit to the 0.4m QHY, however, we do not seem to support any alternate readout modes. This means that we can only submit for the default readout mode. We cannot submit for the 1.0m central_2k_2x2 mode, nor can we submit for the 0.4m full_frame mode.

Right now any requests for the QHYs will result in the central30x30 mode described in the Getting Started Guide page 22.
