Describe the bug
The TOM's form for requesting observations currently does not allow the user to chose whether or not to allow guiding, and instead submits a default 'guiding optional'. This is conflicting due to a recent issue with the guiding at one site, which can be avoided by users selecting guiding mandatory. However, TOM users can't do this through the webform.
To Reproduce
Click on a Target, select the Observe tab followed by LCO.
Expected behavior
The observation description form should offer the user the ability to chose guiding state.
