Improve General view of the Deployment page #207

This issue is part of an ergonomic audit report (see https://github.com/TOSIT-IO/tdp-ui/issues/204 for full report).

The "New Deployment" button is misplaced.

Recommendation: Place it at the table level so that it is clear that it belonging.
