Updated documentation and deleted extra folder #3

This PR updates the OGINDIAdoc.pdf documentation and updates the link in the README.md. It deletes the old OGUSAdoc.pdf documentation. The references to OG-USA have been taken out of the documentation.

This PR also deletes a duplicate directory OG-India-master that was accidentally left in the first pull request.

This version of the repo passed all reduced unit tests pytest -s -v -m 'not full_run and not regression'.
