updates github actions (hasn't been running over the past 5 minths)
updates installation instructions and eliminating the need for a Dockerfile
moves everything from /src up to the parent directory
updates syntax for tests associated with population matrix
updates github actions to enable testing
However, currently, testing is disabled for windows (windows-latest does not work with 3.6). In the new year, I propose that we work to upgrade to 3.7, as support for 3.6 is dropping for many of the packages.
This would mean that we will need to upgrade packages related to the ML work that @shenggong1996 has done. I'm adding this as an action item for Sheng in the new year.
