feat: bring UID:GID into `make docker-start-interactive` #138

Summary

1. Overview

As requested in #137 ,
several users expect to update files inside dgp.git/ during make docker-start-interactive
- typically, dgp.git/.git/* using git
However, the currrent make docker-start-interactive lets such users use the root account
This setting often bothers them becuase dgp.git/.git/* would be owned by the root after several git commands
- this situation can be recovred by sudo chown $(id -u):$(id -g) ., though

2. Implementation details

Following several popular projects (e.g. TensorFlow, TVM), I propose to add with_the_same_user
