57 filter hq intrahost

Resolves #57

• Implement intrahost filters in the VCF loader
• Add SQL scripts to patch the database with the intrahost filtering
• Add a couple of flags to the ENA sample model to account for samples that are not eligible for intrahost variant calling
• Remove reference to twitter hashtag from the acknowledgements
