Set PrivacyMode.AllExceptBlocked does not work #99

What steps will reproduce the problem?
1. update PrivacyMode by
messenger.Nameserver.SetPrivacyMode(PrivacyMode.AllExceptBlocked);

What is the expected output? What do you see instead?
Could not see the account online status and All messages send go straight
into offline message. Debug trace show the adding account is added into
reverse list.

What version of the product are you using? (MSNPSharp, OS, Mono etc.)
MSNPSHARP_25_STABLE from SVN today

Why you need to set the owner's PrivacyMode? Please provide more info, we just 
can't 
reproduce your problem.
