I guess what you want is to handle karma the same way the score is handled?
What you mean by that?
In score we handle kills based on team/opposite team, if the kill was a high value kill etc. There are many variables that can tweak the score that is gained.
One problem with it, that was discussed today on the discord is that most role devs don't balance the scoring well. It is all over the place
Tbh, I don't know should it be handled the same way or not. I wasn't configuring TTT2 for more than a year and don't know how it actually works now.
My suggestion here is just to add more options for at least the default roles and teams. I don't expect every custom roles and teams to be there since it's usually depends on the addon developers.
Recently, I found out that, for example, if you are a Traitor and accidentally kill your teammates (e.g. C4 explosion the problem of which was described in point 6 of the #622) you may lose plenty amount of Karma (depending of the settings). But you have no way to restore it as quickly as you would lose it. No matter how many Innocent or "public roles" you will kill.
