Bindings: Clean Up #1140

Rework the bindings UI and the bindings in general.

[ ] Split into two submenus: Core/Base and Addons
[ ] move more non-predicted bindings from arbitrary Gmod menu bindings to our bindings system
[ ] show remaining gmod bindings in UI with remark, that they can be changed there
