Having a more diverse usage of equipment is what the random shop is supposed to solve. I don't think a second system besides that would bring much more value to this.
However preventing the random shop from containing items that were bought in the last round is an idea i'm not opposed to. In this case we would not necessarily need to think about if we want to have this team based or global or per person and could just follow the random shop settings.

Maybe an option for item cooldown is useful, similar to mapvote addons. That if you have bought it, you have a cooldown on the item uppon the next round when you have a shopping roll. That way you would always have rotation. Of course, this would also work with the random store, but you have to make sure that the general items are also limited in number. Maybe it's a good thought to let cooldown run only on teambased, for example detective items only when detective, or maybe on evil roles or on role basis. But I think on teambased is the best solution.
