Ability to set an item's cost in the shop to 0 credits. #862

Change the limit on the slider for shop item credit costs? I can't set items to cost 0 credits in the F1 menu. I have to use the shopeditor command (from ulx i think?), and that allows me to do it.

A simple solution would be to change the minimum value of the slider from 1 to 0.

An alternative could be to have a check-box that says "Free", and when you tick it, it greys out the cost slider.
