Assess brush primitives support #202

Apparently netradiant (1.5 source code lineage) is using brush primitives by default.

I commented out the option to enable brush primitives mode in 1.6 some time ago, thinking that it wasn't used at all in idtech3 stuff, but apparently I was wrong.

Think that's material for post 1.6.4 though?

What does this mode actually do?

The functionality is setup in the project settings and off by default.

Don't want to touch this in 1.6.4, but it could be a good thing to tackle for a 1.7 series maybe. Would want to resurrect the texture fitting plugin?

Removed milestone, will probably pick this for the 1.6.5 release cycle.
