switch to XDG_CONFIG_HOME for config writes #687

Using XDG_STATE_HOME for .pid and radiant.log, and XDG_DATA_HOME for expanding the game installs. Those are not defined on all distros so we have suitable fallbacks, but they are defined on flatpak and writable.
