error login #10

What steps will reproduce the problem?

Invalid login

What version of the product are you using? On what operating system?

Please provide any additional information below.
i did for hours and folloewd all the instructions even chmod 777 all files to 
be 100% sure and still no login possibe :/

This is caused by an open_basedir PHP restriction
