Publish Maven Package #41

We should make the maven package available by publishing it to Maven central.

Any plans to update this? It'd appear that 0.4 exists in maven, but the version that's there is missing the fix for this issue https://github.com/TU-Berlin-DIMA/scotty-window-processor/issues/46

Which we're unfortunately also running into. We can build from source, of course, but that defeats all the hard work you put into getting it published in the first place!
