Add topic tags to dataset #25

Define common tags (dictionary) and apply these to each project in dataset, in new column(s). The idea is to show what topics have been supported and what we are equipped to handle. Especially likely to be interesting to Data Stewards to see if there are commonalities in the range of topics we cover per faculty.
