[Optimization Branch] TO crashes for boundary_delta = 0 #7

Fixed, for boundaryDelta = 0 the boundaries are excluded from the optimisation and the old TargetOptimizer 1.0 behaviour is reoptained, for boundaryDelta > 0 the boundaries are optimised.
