add license #25

I think CC BY-NC-ND 4.0 would be best, 4.0 is current version.

For comparison consider Data 8 at Berkeley, which also uses this.

Jason Moore uses CC BY 4.0 for his TU Delft course website.

seems like we may need to store the images in our own repo to create the shields and icons (example. can do it later when the repo becomes public. also add a license file if desired.

for now, the license is stated on the first page of the book

PRIME uses CC BY-NC-SA 4.0. SA means work can be adapted and reused but needs to refer back and also have the same/similar license. ND means work cannot be turned into something else.
