Add notebook terra et aqua

For the upcoming lecture, I made the case in the Terra et Aqua paper work in python 3.11 https://github.com/VanOord/OpenCLSim/tree/WIBO-critical-path-cosmetics

• the vessel specifications can be imported from an external file

I made a few alterations to OpenCLSim itself:

• fix a pandas indexing deprecation warning
• allow the plotly graphs to use either a dict or a list for uuids to labels

I added a io.py file next to utils for

• some mangling of the the log file
• exporting of the tables in a datamodel in a BI tool or planning tool
