Create a dataset of csv tables to test ETL

I would like to have endpoints that would consume a csv file of dykes, or readings, or sensors and based on that create entries in the database.

General acceptance criteria:

• Data must be validated before session connection to db is established, ideally it should show where.
• Reject duplicates and propagate error to the backend if there is a duplicate.
