Create Recommendations tab for the data-visualisations

At the moment there's a disconnect between the budget planner and the data visualisations page they seem like different projects

I want to create a new tab for the data visualisations page called "Recommendations"

For this tab to work:

• check if the user is logged in
• if user is logged in then
• get their saved budget
• compare their budget data to the data from cso
• the user should be able to select the size of their household
• the should should show where they're spending over the average for that group

A user is logged in and has a budget:

A user is NOT logged in:

So far:

• check if a user is logged in
• check if a logged in user has a budget
• retrieve their budget data
• created a dropdown menu for user to select their household size

Left to do:

• compare user's budget data to CSO data:
  • get user expense and calculate the weekly amount
  • get user's household size
  • get CSO expense (it'll already be weekly)
  • compare if user's expense is either less, the same, or more than average for the size of the household
• if the user's expense is higher than average, background should be red
• if user's expense is lower thana average, background should be green
• if user's expense is the same than the average, background should be orange

Nice to have:

• if grocery expenses are over: link to an article on spending less
• if any money is spent on smoking: link to stop smoking
