[FEATURE] Add support for the TUFLOW Particles (*_ptm.nc) data #20

Add support for the TUFLOW Particles (*_ptm.nc) data. Particles are 3D points that move with the time and are represented by memory QgsVectorLayer. Particles has default styles loaded and user can select them by choosing the different style in QGIS layer tree.
