Parser Restructure for network commands #17

Need to think about how to restructure the parsing of network commands.

Current structure doesn't work for expanding the functionality.

Closing this, a different way was adopted. See MasterProtocol.java in commit 97fff59ef0a5e3750322e8e5c2754ae9dbf258a5
