Docker: update texlive from 2015 to 2019. #20

updates Dockerfile to use Ubuntu 20.04, which updates texlive from 2015 to 2019.
changes usage of ; to && as otherwise, the container is built even if the apt command fails.

I'm still testing this, so I created a draft PR for now. I will change this to a proper PR, once properly tested. The image can be found in dockerhub as steffenseckler/tum-dissertation-latex.

Hi!

I've tested this successfully today by using the steffenseckler/tum-dissertation-latex docker image. I needed this because I was using some new LaTeX commands from a package that only work since TeXlive 2019.

It seems to me this PR could be considered for merging.
