Update citations.txt #44

Whenever a new network is added to the ISMN, the list in this package should be updated with the citation for the network: https://github.com/TUW-GEO/ismn/blob/master/src/ismn/citations.txt @daberer can someone of you do this regularly? Or at least open a new issue and let me know when a new citation should be added?

e.g. looks like SMN-SDR was recently added, but there is not citation in this package yet.
