Merge ismn fork into base package #7

The ismn package has been updated to read metadata information from csv files. Landcover and climate classification can now be used for filtering ismn stations.

@tracyscanlon the KeyError: 'PROJ_LIB' is a problem from conda, not a problem of the code

I experience the problem when I tried to install cartopy together with basemap, for some reason the environment variable is not set correctly
