Is it possible to access a smtp server from the website? We could have just the form + chapcha and when someone enter the email and press the button, the website will send an email to the subscribe email from the email entered by the person. Do you think this could work?
The form given in the page is obsolete. Yahoo Groups stopped permitting signup from external forms since the 'neo' interface upgrade. So the form should be removed at the earliest. [1]
The concept of Yahoo groups is a bit complex for TWM as it is used mainly as a mailing list than a group. So the members are only expected to join the mailing list. The best way to do so is to send a blank email to the subscribe address.
Our website uses a transactional email API [2] for some internal monitoring and alerts instead of an SMTP server. Even though if we could manage to maintain an SMTP server, it will be practically impossible and inadvisable to send emails as any reputed email provider's domain due to DMARC [3] including SPF [4] and DKIM [4], which will treat the emails as spam and eventually our IPs will be blacklisted.

FYI I've asked the committee to validate the new content and to provide a japanese translation.
The Mailing List registration shold be improved. I had problem myself, when I first came to Tsukuba, recently other new members weren't able to register successfully.
Perhaps is time to improve this page. Adding some ideas:
