Add GitHub Actions worklow for automatically publishing changes to the website #3

This file causes GitHub to build and publish the site, if any file in the main branch is modified, save for the README.md file.

No checks are performed on the content, and if hugo can successfully build the site, the changes will be live within minutes of pushing any changes to the main branch.
