Remove automatic scrolling down on page ExtensionManuals #193

Reproduce:

  1. Go to start page: https://docs.typo3.org/
  2. Click on "Developing & Using Extensions"

This gets you to the page https://docs.typo3.org/Home/ExtensionManuals.html and the page is automatically scrolled down and input field focused.

This was reported as annoying on Slack and I tend to agree. Also, if someone goes to the page, it does not automatically mean they will search for and extension. If searching for an extension is so important, perhaps have a separate menu item and page for that?
