[FEATURE] Create a minimal site package #189

The information on how to create a minimial TypoScript output without a site package was moved to Getting started: https://github.com/TYPO3-Documentation/TYPO3CMS-Tutorial-GettingStarted/pull/422

As this is the site package tutorial, add an example of a minimal site package instead.

Waits for https://github.com/TYPO3-Documentation/TYPO3CMS-Tutorial-GettingStarted/pull/422 to be merged.

Needs to be manually backported as there are no site sets in TYPO3 v12.

The content to be found here before has been moved to "Getting started" as no site package was involved: https://github.com/TYPO3-Documentation/TYPO3CMS-Tutorial-GettingStarted/pull/422
