Add start section label on start page #98

This complies to the convention, that all manuals had a start label on the start page so that you could link to it like this:

:ref:t3sitepackage:start

@alexander-nitsche Can you look at this? I am pretty sure we had the "start" label in all manuals, but I noticed this is missing in the sitepackage. I noticed this because cross-linking from TYPO3 Explained in a new patch did not work in the usual manner.

Perhaps the convention has been changed?

Hi Sybille, this convention has been removed and 

:doc:`t3sitepackage:Index`

should be used instead. See recent batch processing of all official typo3 manuals, e.g. https://github.com/TYPO3-Documentation/DocsTypo3Org-Homepage/pull/191.
