Remove empty files from export #33

If no string of a file is translated, the file is currently still exported. It looks then like this

  <file t3:id="1520838123" source-language="en" datatype="plaintext" original="EXT:adminpanel/Resources/Private/Language/locallang.xlf" date="2018-03-31T08:08:00Z" product-name="adminpanel" target-language="sv-SE">
    <header/>
    <body>

        </body>
  </file>
</xliff>

It should be possible to skip those files completly.
