API: FormEngine Form #39

We need an API endpoint to render a formengine form (for use in modals).

What is left? File and Folder items already get a url to edit metadata of a file: record_edit that opens FormEngine, similar to the native filelist extension. See Entity/FolderItemFolder and Entity/FolderItemImage for details.
