Fallback kdc #11

Need to have a way to configure a fallback kdc in the event of failure. If this is automatically happening by way of master/slave kdc's it needs to be documented and tested.

Multiple kdcs can be referenced in the kerberos configuration file. Leaving this open until I post an example file.
