Make admin nav items expandable #8

Certain items on the admin nav bar should be expandable to show further "sub-pages", such as Private URLs or Institutions under Participants.

Participants
- Private URLs
- Institutions
- Speaker categories
- Eligibility
Checkins
- Room checkins
Feedback
- Find feedback
- Unsubmitted
Standings
- not sure how best it would be to list the category / speaker-specific pages
Rounds
- Availability
- Draw
- Publish
- Ballots
- Preformed Panels?
Breaks
- Create categories
- Break eligibility

About standings, we can have a navigation bar like this: [ Team | Speaker ] [ Open | ESL | EFL ] I do believe that adjudicators, motion, and diversity should not be in Standing. I would rather have another section called "Statistic"

Like have a 2nd-order menu (tiered menu?), so it goes

Standings
- Teams
- Category-specific
- Speakers
- Category-specific
Statistics
- Motions
- Diversity

A table of adjudicators and their scores is the Feedback overview, so don't think we'd need to list it separately or here.
