Upgrade instructions appear twice in the docs; should be merged? #1895

The current docs contain two sets of instructions for how to update an existing Tabbycat installation: 1st one, through Heroku web interface: https://tabbycat.readthedocs.io/en/stable/guide/upgrading.html 2nd one, through Heroku CLI: https://tabbycat.readthedocs.io/en/stable/install/heroku.html#upgrading-an-existing-heroku-app

I propose merging the second one into the first one.

(As an aside, I think the term "update" instead of "upgrade" might be a better fit for this information. "Upgrade" suggests that Tabbycat has a premium or paid version, or perhaps suggests upgrading one's Heroku account to handle a larger tournament.)

Hey, thanks for the suggestion. I agree with that merge and with the language change. Would you like to do the PR or should I make the change?

Oh, lol, yeah, the first one seems more recent. Probably good to move the second into the first, and then link from the second to the first.
