Occasionally it would be quite useful to manually allocate panels or venues before running the auto-allocator, and to then have the allocator fill in the gaps rather than wipe everything and start from scratch. This is probably also an important prerequisite to implementing Shadow Draws / Panels. Have added to the J-release but if trivial it would be a good addition to Iberian.
I'm imagining that these would look like having two options/buttons in the Allocate modal — a "Complete Allocation" and "Partial Allocation" with subtext explaining the differences.
