Create Table doesn't require you to enter references.

When someone creates a new table, we need to force them to enter something for the references. Currently, this is not the case (true for English & Spanish sites)

Let's discuss.

When I create tables, I go by memory and I want to see it live. Later, I go and get the references (sometimes this involves, searching for old documentation, or book). I would feel frustrated if the system forces me to get the references ahead of time.

We do show a placeholder indicating that no references were provided, which should invite the creator to add something, but forcing is a different deal.
