A lot of the built-in functionalities of Abilities aren't actually targettable by the bonuses.

We should make them targettable. Note: they might already be computed in the evaluator since we do display SOME value for them.

This was actually really easy. Some fields were just marked as static in the evaluator, so we un-did that. Shouldn't have too many unforeseen consequences.

The fields were:

Spell Duration Time Value
Spell Casting Time Value
Ability Uses Value
Ability DC
Ability Time Value
Ability Pool Size
Ability Pool Regen Value
Ability Pool Regen Interval Value
