Add Text Bounds to SVG Text #54

SVG text should be bounded, so that things wrap as we need them to.

This largely means replacing the with HTML Foreign Objects in a given area (with no overflow).

A working version of this is now implemented into PDF generation for 2024.06.02.

There remains the task of making this work in view mode. Which is especially important for digital character sheets.

It's also an ongoing task to bring this to things beyond the Publishing Views.
