wearing an elemental staff disables magic ammunition additional effect regardless of ammo element

If possible, provide steps to reproduce

wearing ice staff and shooting ice arrows, the additional effect component of the arrow will do 0 damage bloody bolts drain 0, sleep bolts/arrow display combat log message monster is slept, but the monster is not slept (duration of sleep 0) after unequipping staff and shooting magic ammunition, additional effects are disabled entirely; don't show in combat log
