Suppose, someone has downloaded 25 GB out of 30 GB file and accidentally taps the cancel button next to download and the whole download is gone without confirmation! So it would be right to either remove the cancel button next to download or keep it but add confirmation or either move it to long press options.
Also the "stop" button in the "download progress notification" completely removes the download and is too risky. It shouldn't be there.
