Refactor parameter count

Refactores the parameter counts of some methods to address the issues as outlined by SIG's "Keep Unit Interfaces Small".

• Use Vec2I instead of x,y in NormalHandler.attemptAction.
• Moved Vec2I from .level.util to .util, as it is now used from more classes.
• Use Vector2f instead of width and height in WallFrame constructor.
