Took quite a bit of work & testing, but finally got the kinks ironed out of the Developer script.

VS workloads install without random errors
VSIX extensions install properly, and only when necessary
Google Backup & Sync doesn't use checksums (to avoid occasional crashes)
More intentional ordering
ReSharper components
Better debugging
Better output
More silent installs
Some cleanup
Improve README
