User Managed Modules implementation is sorely incomplete #10

ProxyManager has got the beginnings of a feature to allow non-priviledged users to enable and manage their own modules, including personal / custom modules. This feature is not yet production ready.

In particular the automated management (enable/disable) of User Managed Modules are not completed. Managing modules manually should work.
