Running ProxyManager as root grabs ownership of user config files #23

Accidentally running ProxyManager after sudo to root causes problems for the non-root owner of the job. config files are updated as root and ends up being owned by the user running proxymanager.

Proxymanager should preserve original file ownership and mode, or should refuse to affect files for another user.
