Allow multiple virtal servers with the same IP #319

Reason:
Sometimes I want to have many virtual servers for various testing purposes but 
I don't have enough IP addresses. I don't need them all started at the same 
time.

Description:
Add option that would skip the check on line 14 in 
ovz-web-panel/apps/models/virtual_server.rb

If anyone wants to make a workaround like me, just comment this line as shown 
here: http://i.imgur.com/i6a5Q.png
