Add option to skip hook without failure if compile_database is not found

• Add a flag to hooks requiring compilation databases to not create a new build-directory if a valid compilation database cannot be found
• Add the possibility of skipping a hook (e.g. clang-tidy) if the compilation database is not found and the previous flag is set
